In 2017, Olivia Lone Bear disappeared from the Fort Berthold Reservation in North Dakota. Months later, her truck was discovered submerged in a reservoir, but the answers never surfaced. As the investigation stalled, the story of a missing mother and the community that searched tirelessly for her became part of a larger, devastating pattern: the crisis of missing and murdered Indigenous women whose cases remain unsolved, yet refuse to be forgotten.

If you have any information regarding the death of Olivia Lone Bear, you are urged to contact the FBI at: 1-800-CALL-FBI, or you can submit a tip at fbi.tips.gov

of marriages. We all have one thing in common. How

18
00:01:32.840 --> 00:01:36.519
in that hell did we get here? And how do

19
00:01:36.640 --> 00:01:41.120

listen to how others have dealt with their own situations,

24
00:01:57.239 --> 00:02:03.599
including addiction, suicidal ideation, and low self worth and respect.

27
00:02:10.120 --> 00:02:14.360
See you there, Hello, Hello, Welcome to the next chapter

28
00:02:14.479 --> 00:02:17.680
in the Book of the Dead. Over the last few days,

29
00:02:17.759 --> 00:02:21.919
I have spent a significant amount of time watching videos

30
00:02:21.960 --> 00:02:26.400
from Adventures with Purpose, primarily because one of my best

31
00:02:26.439 --> 00:02:30.280
friends loves to watch them. For those that don't know,

32
00:02:30.599 --> 00:02:34.319
Adventures with Purpose is an underwater sonar search and recovery

33
00:02:34.400 --> 00:02:38.599
dive team. It was founded by Jared Lasik and from

34
00:02:38.680 --> 00:02:43.080
their website, since December of twenty nineteen, they have located

35
00:02:43.159 --> 00:02:48.479
over forty missing loved ones underwater in their vehicles. The

36
00:02:48.639 --> 00:02:52.000
organization offers their services free of charge to families and

37
00:02:52.039 --> 00:02:56.080
law enforcement, funding their efforts through donations from the public.

38
00:02:57.039 --> 00:03:00.719
They do incredible work, going above and beyond to bring

39
00:03:00.759 --> 00:03:05.719
closure to families, and that's in part what inspired this episode.

40
00:03:06.800 --> 00:03:10.759
When a young Indigenous woman seemingly vanishes after a night

41
00:03:10.800 --> 00:03:14.879
out at a bar, her family spends months desperately searching

42
00:03:14.960 --> 00:03:20.280
for her, as jurisdictional issues and miscommunications hindered law enforcement's

43
00:03:20.319 --> 00:03:24.120
efforts to find her themselves. When the car she borrowed

44
00:03:24.159 --> 00:03:27.759
is found at the bottom of Lake Sakakuweya, the investigation

45
00:03:27.960 --> 00:03:31.439
pivots to figure out what exactly happened the night she

46
00:03:31.520 --> 00:03:36.479
went missing and who could have been responsible. This is

47
00:03:36.560 --> 00:03:41.960
the death of Olivia Loanbear. Olivia Carey Loanbearer, whose Hidatsa

48
00:03:42.039 --> 00:03:45.680
name was Cedar Woman, was born on October eleventh, nineteen

49
00:03:45.719 --> 00:03:50.199
eighty five, to Iris Sherman Forbear and Harley Text Loanbear.

50
00:03:51.319 --> 00:03:54.280
She was a member of the Mandan Hidatsa and Arikara

51
00:03:54.360 --> 00:03:58.919
nation also known as the Three Affiliated Tribes and Mahahati

52
00:03:59.159 --> 00:04:04.000
or Dripping Dirty Clan, and she also identified as a

53
00:04:04.039 --> 00:04:07.719
member of the Spirit Lake tribe. Olivia grew up with

54
00:04:07.759 --> 00:04:11.919
a large family. She had two sisters, Erin and Marlis,

55
00:04:12.039 --> 00:04:16.600
as well as five brothers, Melichi, Harley, Houston, Matthew, and Joy,

56
00:04:17.519 --> 00:04:21.879
and she loved spending time with them and going on adventures.

57
00:04:23.160 --> 00:04:25.639
Throughout her school years, she made a lot of friends

58
00:04:25.839 --> 00:04:29.199
and not only did she excel in her classes, but

59
00:04:29.399 --> 00:04:35.120
Olivia loved being involved in athletics, playing basketball, volleyball, and

60
00:04:35.279 --> 00:04:39.240
running cross country track. She did move around a lot,

61
00:04:39.399 --> 00:04:42.319
starting high school in Newtown, North Dakota, before moving to

62
00:04:42.399 --> 00:04:46.079
Montana and later Washington State when she entered her junior

63
00:04:46.199 --> 00:04:49.519
year in two thousand and three. That year, she also

64
00:04:49.560 --> 00:04:52.279
gave birth to her first child, a little girl, and

65
00:04:52.639 --> 00:04:55.879
so she could raise her daughter, she transitioned to homeschooling

66
00:04:55.959 --> 00:04:59.480
and an independent studies programmed in order to obtain her diploma.

67
00:05:00.519 --> 00:05:03.759
By two thousand and five, Olivia would suffer a devastating

68
00:05:03.800 --> 00:05:06.480
loss after the death of her second child at eight

69
00:05:06.519 --> 00:05:10.439
months old, and she transitioned to a more nomadic lifestyle,

70
00:05:10.680 --> 00:05:15.720
going between Welpinit in Washington and Newtown, before finally settling

71
00:05:15.759 --> 00:05:19.720
back home there on the Fort Bertholed Reservation for good

72
00:05:19.800 --> 00:05:22.519
in two thousand and nine. She built a life for

73
00:05:22.560 --> 00:05:25.360
her children, going on to have four more, and she

74
00:05:25.519 --> 00:05:29.519
worked hard, taking on various jobs at the Forebears Casino

75
00:05:29.560 --> 00:05:33.680
and launch. Her favorite position was working as a live

76
00:05:33.759 --> 00:05:37.079
games dealer, and she also picked up ships at the

77
00:05:37.160 --> 00:05:42.040
Edgewater golf Course in Legion. Olivia was an incredibly hard

78
00:05:42.040 --> 00:05:45.439
worker and wanted to give her babies, who were her world,

79
00:05:45.720 --> 00:05:49.720
the best life possible, but she also loved to have

80
00:05:49.759 --> 00:05:53.240
fun with her friends and family. She was always ready

81
00:05:53.240 --> 00:05:55.800
to go out and play poker or golf, and she

82
00:05:56.079 --> 00:06:00.480
loved a good concert. She was known to be incredibly

83
00:06:00.560 --> 00:06:04.399
adventurous and loved to go on spontaneous trips and spend

84
00:06:04.439 --> 00:06:06.920
as much time outdoors with her loved ones when the

85
00:06:06.920 --> 00:06:11.600
weather permitted as possible. Described by her family as vibrant

86
00:06:11.720 --> 00:06:15.920
and outgoing, intelligent and loving, she spent many days just

87
00:06:15.959 --> 00:06:18.639
spending as much time as she could with her family,

88
00:06:18.920 --> 00:06:21.240
taking on a large role in caring for her father

89
00:06:21.360 --> 00:06:25.839
and her grandfather. By twenty seventeen, when this case begins,

90
00:06:26.160 --> 00:06:28.920
things were a bit hard for thirty two year old Olivia,

91
00:06:29.199 --> 00:06:31.800
and she was focusing most of her time on taking

92
00:06:31.839 --> 00:06:34.839
care of her children by this point, all under the

93
00:06:34.839 --> 00:06:38.839
age of fourteen. According to an interview, her brother Matthew,

94
00:06:38.879 --> 00:06:42.639
gave a dateline she was in between jobs, so that's

95
00:06:42.680 --> 00:06:45.800
all she did take care of them. She stayed at

96
00:06:45.839 --> 00:06:48.040
the house and cooked dinner at night and got the

97
00:06:48.079 --> 00:06:51.439
kids to school in the morning. Matthew recalled that while

98
00:06:51.480 --> 00:06:54.319
things were difficult for his sister, she was in good

99
00:06:54.360 --> 00:06:57.720
spirits and didn't appear to be under any real stress.

100
00:06:58.480 --> 00:07:01.920
She was her usual outume going self, going about her

101
00:07:01.959 --> 00:07:05.279
day to day life, taking care of her family, By

102
00:07:05.319 --> 00:07:07.680
this point, she was living with her father and children

103
00:07:07.800 --> 00:07:09.439
at a home on the edge of the Fort berth

104
00:07:09.439 --> 00:07:13.600
Told Reservation, and nothing was amiss with her, which made

105
00:07:13.600 --> 00:07:16.839
the events that came after all the more devastating for

106
00:07:16.920 --> 00:07:21.839
her family. On October twenty fourth, twenty seventeen, according to

107
00:07:21.879 --> 00:07:25.600
an article for Kfgo, Olivia had plans to go out

108
00:07:25.639 --> 00:07:28.360
with her friends to a bar. She told one of

109
00:07:28.399 --> 00:07:31.000
her children she would be home later, and she headed

110
00:07:31.000 --> 00:07:35.319
to the Sportsman's Bar in Newtown. Later that evening, and

111
00:07:35.560 --> 00:07:39.160
the exact time is unknown. Olivia leaves the bar and

112
00:07:39.199 --> 00:07:43.399
gets into a blue twenty eleven Chevrolet Silverado twenty five

113
00:07:43.480 --> 00:07:47.639
hundred HDLT with a dented tailgate and a silver toolbox

114
00:07:47.720 --> 00:07:51.879
visible in the back. According to the Dickinson Press, Olivia

115
00:07:51.920 --> 00:07:55.480
had gotten into the driver's seat, but her brother, according

116
00:07:55.480 --> 00:07:58.639
to Dateline, was asked not to comment on whether or

117
00:07:58.639 --> 00:08:02.279
not she had left with anybody. According to an article

118
00:08:02.319 --> 00:08:04.720
for High Country, the truck was lent to her by

119
00:08:04.720 --> 00:08:08.560
a friend, Jim Hoffanky, who confirmed that he had spoken

120
00:08:08.600 --> 00:08:11.680
to Olivia that day. He said he lent her his

121
00:08:11.720 --> 00:08:14.639
car whenever she needed it, and on the twenty fourth

122
00:08:14.800 --> 00:08:19.399
she had texted him and mentioned doing laundry. Haffankey said

123
00:08:19.399 --> 00:08:21.560
he went to the house to drop up some groceries,

124
00:08:21.680 --> 00:08:24.920
but no one was home and when he later returned,

125
00:08:25.319 --> 00:08:29.600
Olivia was not there. It is believed that Olivia returned

126
00:08:29.639 --> 00:08:33.519
to her home at some point that evening, though, as

127
00:08:33.559 --> 00:08:35.960
her phone and her wallet were in her room, as

128
00:08:36.000 --> 00:08:38.559
well as the clothing she had been wearing two sportsmans

129
00:08:38.600 --> 00:08:42.240
that night, but she wasn't seen by anybody in her house.

130
00:08:43.200 --> 00:08:45.360
After two days of not being able to get into

131
00:08:45.399 --> 00:08:49.240
contact with his daughter, Harley Lonebear called the tribal police

132
00:08:49.240 --> 00:08:53.480
to report her missing. However, the police were not quick

133
00:08:53.559 --> 00:08:57.840
to investigate, taking another three days to take action or

134
00:08:57.960 --> 00:09:02.639
issue a statewide alert. Matthew said quote The Maha Nation

135
00:09:02.799 --> 00:09:06.200
Police did not act on the missing person's report until

136
00:09:06.200 --> 00:09:09.759
the following Monday, and news couldn't report and put it

137
00:09:09.799 --> 00:09:13.559
on air until the Tribal Police department filed a police report.

138
00:09:14.200 --> 00:09:17.159
One of the critical issues at the very start of

139
00:09:17.279 --> 00:09:21.879
this investigation was a lack of evidence. There were no

140
00:09:21.960 --> 00:09:24.879
signs of foul play, no trace of where she could

141
00:09:24.919 --> 00:09:29.679
have gone, and no one reported anything suspicious. While a

142
00:09:29.759 --> 00:09:32.720
witness had come forward, according to the Rapid City Journal,

143
00:09:32.879 --> 00:09:35.240
who said that Olivia had texted her on the night

144
00:09:35.279 --> 00:09:38.080
she disappeared, saying she had been at a bonfire and

145
00:09:38.120 --> 00:09:41.120
she was planning on going mudding. If she was with

146
00:09:41.279 --> 00:09:45.679
anyone or going anywhere specific was not mentioned, so it

147
00:09:45.799 --> 00:09:49.720
wasn't very much to go on. Detective Sam Lincoln of

148
00:09:49.759 --> 00:09:53.120
the Three affiliated Tribes police department told Dateline that in

149
00:09:53.159 --> 00:09:56.720
the first two weeks of the initial investigation, they had

150
00:09:56.759 --> 00:09:59.799
combed through the waterways in the area searching for her,

151
00:10:00.399 --> 00:10:05.639
but absolutely nothing was found. Also searching were Olivia's brothers

152
00:10:05.679 --> 00:10:08.600
and uncles, and they took their ATVs out to cover

153
00:10:08.720 --> 00:10:13.159
more area, but with hundreds of thousands of acres to cover,

154
00:10:13.480 --> 00:10:16.759
search efforts were difficult without a clear direction to look in.

155
00:10:18.360 --> 00:10:21.279
Not only was the investigation hindered due to having very

156
00:10:21.320 --> 00:10:25.080
little to go on, Olivia's family was left frustrated by

157
00:10:25.159 --> 00:10:29.879
a lack of communication from the tribal police. Allegedly, it

158
00:10:29.919 --> 00:10:32.720
took five weeks for investigators to come speak to the

159
00:10:32.759 --> 00:10:36.240
family after Olivia had been reported missing, and they were

160
00:10:36.320 --> 00:10:39.000
left in the dark for far longer than what anyone

161
00:10:39.000 --> 00:10:43.399
would consider acceptable. Matthew said, quote, they should have come

162
00:10:43.440 --> 00:10:45.799
to talk to us right when she was reported missing.

163
00:10:46.080 --> 00:10:49.200
We don't even know who the lead investigators are. We

164
00:10:49.360 --> 00:10:51.759
try to be civil and work with them, but there's

165
00:10:51.759 --> 00:10:56.799
a lack of transparency from them. Additionally, they were allegedly

166
00:10:57.240 --> 00:11:01.360
not willing to verify tips that were coming in. Matthew

167
00:11:01.399 --> 00:11:04.440
claimed that someone had spotted hoff Henky's truck, or at

168
00:11:04.519 --> 00:11:07.799
least one that looked like it, but because the tipster

169
00:11:07.840 --> 00:11:10.639
cannot provide a color of the vehicle or its license

170
00:11:10.679 --> 00:11:14.120
plate number, no one from the police department went out

171
00:11:14.120 --> 00:11:16.440
and spoke to this tipster to see what they knew.

172
00:11:17.159 --> 00:11:19.759
The family had also asked police to search the on

173
00:11:19.840 --> 00:11:23.559
Star system to try and locate the Silverado, but questions

174
00:11:23.559 --> 00:11:26.000
of whether or not this had been done when unanswered.

175
00:11:27.039 --> 00:11:29.840
By December, the Lone Bear family was vocal in their

176
00:11:29.840 --> 00:11:34.159
disappointment with police. While they acknowledged that original search efforts

177
00:11:34.240 --> 00:11:37.559
by them were good and they were proactive in looking

178
00:11:37.600 --> 00:11:41.240
for Olivia once they had started, that drive that should

179
00:11:41.240 --> 00:11:45.480
have been consistent had lost its power. At a press conference,

180
00:11:45.600 --> 00:11:49.360
Lisa Yellowbird Chase three Affiliate Tribes member and the founder

181
00:11:49.399 --> 00:11:53.240
of Sawnish Scouts, an organization that conducts searches for missing people,

182
00:11:53.480 --> 00:11:57.120
especially those in North Dakota's Indian and oil countries said, quote,

183
00:11:57.720 --> 00:12:00.799
don't wait for law enforcement because as people have this

184
00:12:00.960 --> 00:12:03.639
false sense of security that when you file a missing

185
00:12:03.679 --> 00:12:07.320
person report that all of the officers and detectives jump

186
00:12:07.320 --> 00:12:09.679
in their cars and run all over the place looking

187
00:12:09.679 --> 00:12:13.679
for this person. Lysa and the Sano Scouts joined Matthew

188
00:12:13.759 --> 00:12:16.360
in launching a large scale search to find Olivia and

189
00:12:16.399 --> 00:12:20.519
bring her home, setting up search camps and organizing volunteers

190
00:12:21.360 --> 00:12:23.600
and search parties set out to try and cover as

191
00:12:23.639 --> 00:12:27.159
much as possible, using drones to try and find the Silverado,

192
00:12:27.840 --> 00:12:31.039
but they were consistently left frustrated when nothing was found.

193
00:12:31.879 --> 00:12:35.000
Also active in assisting the family was North Dakota Senator

194
00:12:35.039 --> 00:12:38.159
Heidi hate Camp, who was vocal in her advocation for

195
00:12:38.240 --> 00:12:43.399
crimes against Indigenous women. According to NBC, she had introduced

196
00:12:43.399 --> 00:12:47.519
Savannah's Act into legislation the same month that Olivia disappeared,

197
00:12:48.159 --> 00:12:51.080
in an effort to combat the epidemic of violence against

198
00:12:51.159 --> 00:12:54.720
Indigenous women and girls. This was done in response to

199
00:12:54.759 --> 00:12:58.120
the murder of twenty two year old Savannah Lafontaine gray Wynd,

200
00:12:58.200 --> 00:13:01.080
who was brutally murdered and her baby had been ripped

201
00:13:01.080 --> 00:13:05.000
from her womb two months before Olivia went missing in

202
00:13:05.039 --> 00:13:08.159
twenty nineteen, when this act was presented at that year's

203
00:13:08.240 --> 00:13:13.039
legislative session, Spirit Lake Nation Tribal Chairwoman Mara Pearson said

204
00:13:13.120 --> 00:13:15.879
in her address of the two cases that they quote

205
00:13:16.440 --> 00:13:19.679
forced local, state, and national attention to the fact that

206
00:13:19.759 --> 00:13:23.519
Indigenous women are missing and murdered at rates far exceeding

207
00:13:23.600 --> 00:13:28.000
national averages, and all too often justice salutes the families

208
00:13:28.039 --> 00:13:33.360
in such cases. Unfortunately, cases like this are and at

209
00:13:33.399 --> 00:13:37.240
the time of Olivia's disappearance, were all too familiar for

210
00:13:37.399 --> 00:13:42.279
Indigenous women and their families. In twenty seventeen alone, Native

211
00:13:42.279 --> 00:13:45.000
women made up one point eight percent of missing persons

212
00:13:45.080 --> 00:13:49.960
cases in the FBI's national databases. Indigenous women are also

213
00:13:50.080 --> 00:13:54.600
more likely to experience sexual violence by non natives. In

214
00:13:54.639 --> 00:13:58.600
twenty sixteen, according to the National Crime Information Center, there

215
00:13:58.600 --> 00:14:01.919
were fifty seven hundred reports of missing and murdered Indigenous

216
00:14:01.919 --> 00:14:06.360
women in just the United States alone. Again, those numbers

217
00:14:06.360 --> 00:14:10.600
are specifically from the time of Olivia's disappearance. The numbers

218
00:14:10.600 --> 00:14:15.320
for twenty twenty five are alarmingly much higher, according to

219
00:14:15.360 --> 00:14:19.399
the National Indigenous Women's Resource Center, Quote, American, Indian and

220
00:14:19.480 --> 00:14:23.559
Alaska Native women experience a murder rate ten times higher

221
00:14:23.600 --> 00:14:27.759
than the national average. More than four and five American,

222
00:14:27.759 --> 00:14:31.399
Indian and Alaska Natives, or eighty four point three percent,

223
00:14:31.960 --> 00:14:36.559
have experienced violence in their lifetime. Fifty six point one

224
00:14:36.600 --> 00:14:41.200
percent have experienced sexual violence, fifty five point five percent

225
00:14:41.240 --> 00:14:45.559
have experienced physical violence by an intimate partner, and forty

226
00:14:45.559 --> 00:14:50.279
eight point eight percent have experienced stalking. Sixty four percent

227
00:14:50.320 --> 00:14:57.200
of trafficking survivors in Hawaii identified as being part Native Hawaiian. Unfortunately,

228
00:14:57.279 --> 00:15:01.120
while these numbers are staggering, it's likely even higher, as

229
00:15:01.240 --> 00:15:04.559
according to the Bureau of Indian Affairs, less than half

230
00:15:04.679 --> 00:15:08.039
of the violent crimes against Indigenous women are ever reported

231
00:15:08.080 --> 00:15:12.320
to the police. This crisis is described as being quote

232
00:15:12.559 --> 00:15:16.519
the legacy of generations of government policies of forced removal,

233
00:15:16.799 --> 00:15:21.720
land seizures and violence inflicted on Native peoples, a crisis

234
00:15:21.759 --> 00:15:25.600
that is very much prevalent and in fact continuously on

235
00:15:25.679 --> 00:15:28.759
the rise in this day and age. According to the

236
00:15:28.799 --> 00:15:31.919
Dickinson Press, in the first two months of the investigation,

237
00:15:32.440 --> 00:15:36.320
twenty one thousand dollars was gathered by anonymous contributors to

238
00:15:36.519 --> 00:15:39.559
offer as a reward for any information that could lead

239
00:15:39.559 --> 00:15:43.039
to a person or persons that may have been responsible

240
00:15:43.080 --> 00:15:46.759
for Olby's disappearance or who may have harmed her in

241
00:15:46.799 --> 00:15:51.120
some way. That January, another five thousand dollars was offered

242
00:15:51.159 --> 00:15:54.720
by the Institute for Trafficked, Missing and Exploited Persons as

243
00:15:54.720 --> 00:15:59.399
well as its founder, Patrick Atkinson. This reward was specifically

244
00:15:59.440 --> 00:16:03.240
four in the event of foul play any information that

245
00:16:03.320 --> 00:16:07.200
led to the arrest and conviction of those involved. Of

246
00:16:07.240 --> 00:16:12.080
the reward, Matthew said, quote, ITMP possesses very useful insight

247
00:16:12.200 --> 00:16:15.240
and knowledge that will aid in our search efforts. We

248
00:16:15.279 --> 00:16:19.240
are thankful to mister Atkinson and ITEMP for the kindness

249
00:16:19.240 --> 00:16:23.120
extended to us. We certainly support their work and appreciate

250
00:16:23.159 --> 00:16:27.919
them supporting ours. Also in December, the Tribal Business Council

251
00:16:28.000 --> 00:16:31.480
of the three affiliated tribes, according to the Bismarck Tribune,

252
00:16:31.799 --> 00:16:35.000
authorized the Bureau of Indian Affairs to take over the investigation,

253
00:16:35.759 --> 00:16:38.679
and they officially took over in February of twenty eighteen.

254
00:16:40.279 --> 00:16:43.240
With the BIA taking over, the Lone Bear family was

255
00:16:43.279 --> 00:16:46.639
hopeful that real progress would be made in the investigation

256
00:16:47.200 --> 00:16:49.600
and more resources would be provided to aid in the

257
00:16:49.639 --> 00:16:54.519
search efforts. However, the family was left disappointed once again.

258
00:16:55.480 --> 00:16:59.000
Lake Sakakaweya couldn't be properly searched after the first few

259
00:16:59.000 --> 00:17:02.080
months of Oliviya's Deday appearance, as it had frozen over,

260
00:17:02.960 --> 00:17:05.960
but by April, when it had thought a water search

261
00:17:06.079 --> 00:17:09.920
was supposed to be conducted, according to the Bismarck Tribune,

262
00:17:09.960 --> 00:17:13.400
though that July, months after the lake was capable of

263
00:17:13.440 --> 00:17:17.000
being searched again, nothing had happened due to what was

264
00:17:17.079 --> 00:17:21.319
allegedly the various investigative agencies not being able to agree

265
00:17:21.319 --> 00:17:26.079
on who was conducting this search. Also adding to investigative

266
00:17:26.119 --> 00:17:29.759
issues was a reported constant stream of new agents coming

267
00:17:29.839 --> 00:17:33.279
into the BIA, and no one in specific was being

268
00:17:33.359 --> 00:17:37.160
assigned to Olivia's case. It appeared as if it had

269
00:17:37.160 --> 00:17:41.400
fallen to the wayside. Matthew said, quote, it's kind of

270
00:17:41.480 --> 00:17:44.079
hit or miss. We now have a revolving door of

271
00:17:44.119 --> 00:17:47.240
agents that come in and some don't know about the case.

272
00:17:47.960 --> 00:17:50.400
They can't learn seven months worth of a case in

273
00:17:50.480 --> 00:17:54.240
two weeks and have that be effective. While Matthew was

274
00:17:54.240 --> 00:17:56.920
pushing to have the FBI get involved in Olivia's case

275
00:17:57.039 --> 00:18:00.960
after a consistent lack of results, they at least initially

276
00:18:01.119 --> 00:18:04.640
seemed unwilling to comment on any potential involvement. Even the

277
00:18:04.799 --> 00:18:10.000
law enforcement seemed unwilling to continue conducting searches. Matthew was

278
00:18:10.039 --> 00:18:13.559
taking matters into his own hands, reaching out to Karen

279
00:18:13.640 --> 00:18:18.039
von Fassen, the minister of Bismarck's Unitarian Universalist Fellowship, for

280
00:18:18.160 --> 00:18:21.279
assistance in organizing a larger search party to try and

281
00:18:21.359 --> 00:18:25.359
locate the Silverado or Olivia herself. The plan was to

282
00:18:25.400 --> 00:18:28.799
have volunteers go through various towns in close proximity to

283
00:18:28.880 --> 00:18:31.839
where she had last been known to be. Von Fassen

284
00:18:31.920 --> 00:18:34.400
said of the search in Bismarck, quote, what we are

285
00:18:34.400 --> 00:18:37.519
doing is literally driving up and down, back and forth

286
00:18:37.640 --> 00:18:41.039
on every street and checking every street and alleyway in

287
00:18:41.119 --> 00:18:44.319
the areas that we sign up for. Von Fassen said.

288
00:18:44.319 --> 00:18:46.920
The purpose was to be there for Olivia and her family,

289
00:18:47.119 --> 00:18:50.960
and volunteers utilized red ribbons to show local community members

290
00:18:51.000 --> 00:18:53.160
that they were there to get results and find her.

291
00:18:53.680 --> 00:18:56.440
Volunteers in other towns did the same, and they were

292
00:18:56.480 --> 00:18:59.480
also vocal in trying to raise funds for additional searches.

293
00:19:00.480 --> 00:19:04.079
In July of twenty eighteen, nine months after Olivia was

294
00:19:04.160 --> 00:19:08.039
last seen, Lyssa Yellowbird Chase and the Saunish scouts set

295
00:19:08.079 --> 00:19:11.880
out onto Lakes Atakueya themselves in a small boat equipped

296
00:19:11.920 --> 00:19:15.400
with sonar, focusing their search on Saanish Bay, in the

297
00:19:15.440 --> 00:19:18.279
same place that police had searched when Olivia had been

298
00:19:18.319 --> 00:19:23.200
reported missing. They discovered something located four hundred feet from

299
00:19:23.279 --> 00:19:27.759
shore and about twenty feet deep in the water. Based

300
00:19:27.759 --> 00:19:31.039
on the sonar imaging, they believed what they had found

301
00:19:31.160 --> 00:19:34.359
was a vehicle, the approximate shape and size of the

302
00:19:34.359 --> 00:19:37.960
pickup truck that they were looking for. Lisa called the

303
00:19:37.960 --> 00:19:41.160
three affiliated tribes police as well as the Montreal County

304
00:19:41.200 --> 00:19:44.720
Sheriff to report what she had found, and on July

305
00:19:44.839 --> 00:19:48.279
thirty first, law enforcement and North Dakota Fish and Game

306
00:19:48.359 --> 00:19:53.519
Department divers investigated and discovered exactly where Lyssa and her

307
00:19:53.519 --> 00:19:57.599
team had indicated, a blue Chevy Silverada with a dented

308
00:19:57.640 --> 00:20:01.839
tailgate in the pass and seed of the car buckled

309
00:20:01.880 --> 00:20:05.200
in was the body of a woman, and that body

310
00:20:05.319 --> 00:20:10.240
was later identified through various visible tattoos as being Olivia Loanebear.

311
00:20:11.119 --> 00:20:15.480
While her family was devastated at the discovery and angry

312
00:20:15.599 --> 00:20:18.240
at how long it had taken to find her, they

313
00:20:18.279 --> 00:20:21.119
did find a small sense of solace in being able

314
00:20:21.119 --> 00:20:25.880
to lay her to rest. Olivia's uncle tough First said,

315
00:20:25.880 --> 00:20:29.880
in an interview with Teenogue, quote, I'm still confused and angry.

316
00:20:30.559 --> 00:20:34.160
It's hard to find the right words. When she first disappeared,

317
00:20:34.200 --> 00:20:37.640
her two brothers, her uncle, and myself searched on eTV's

318
00:20:37.799 --> 00:20:41.359
every day. We all prayed so hard to find her.

319
00:20:42.400 --> 00:20:44.319
Those of us on her mom's side of the family

320
00:20:44.400 --> 00:20:48.160
are so heartbroken. We have some closure now that she

321
00:20:48.200 --> 00:20:50.440
has been found and laid to rest, but we are

322
00:20:50.519 --> 00:20:54.440
still wondering who did this to her. However, while the

323
00:20:54.440 --> 00:20:58.160
Lone Bear family and the community wanted answers, the FBI

324
00:20:58.359 --> 00:21:01.519
and the BIA were not willing to share information with

325
00:21:01.680 --> 00:21:06.000
the public or even with the family. Even over a

326
00:21:06.119 --> 00:21:09.200
year after Olba's body had been found, her family had

327
00:21:09.240 --> 00:21:12.559
no answers on how she had died or the circumstances

328
00:21:12.640 --> 00:21:14.839
surrounding how she had ended up in the lake in

329
00:21:14.839 --> 00:21:18.359
the first place. According to an article for The Jamestown Son,

330
00:21:18.680 --> 00:21:22.559
while Harley had received Olivia's death certificate identifying her cause

331
00:21:22.559 --> 00:21:25.559
of death as undetermined, he had yet to receive a

332
00:21:25.640 --> 00:21:29.079
report of death detailing the cause and manner of her death.

333
00:21:29.839 --> 00:21:32.319
Matthew spoke of how his family was left in the dark,

334
00:21:32.400 --> 00:21:35.519
and they had received no updates since she had been found.

335
00:21:36.160 --> 00:21:38.960
Though a report of death is public record eight days

336
00:21:39.000 --> 00:21:42.279
after it has been completed, When news outlets as well

337
00:21:42.319 --> 00:21:45.799
as the family made requests for it, the University of

338
00:21:45.839 --> 00:21:49.000
North Dakota's Department of Pathology, who works with the Grand

339
00:21:49.000 --> 00:21:52.920
Forks County Coroner's Office, refused to release it, citing the

340
00:21:52.960 --> 00:21:58.400
ongoing active investigation. North Dakota Attorney General Wayne Stenigem wrote

341
00:21:58.480 --> 00:22:01.559
in his opinion that the report was exempt from state

342
00:22:01.640 --> 00:22:05.759
open record laws if considered quote active criminal intelligence and

343
00:22:05.839 --> 00:22:12.000
investigative information Media organization. Attorney Jack MacDonald, in response, said

344
00:22:12.039 --> 00:22:15.400
he believes quote a report of death is public record

345
00:22:15.559 --> 00:22:19.200
regardless of whether it is part of an investigation. My

346
00:22:19.359 --> 00:22:22.400
only concern is that it allows law enforcement to take

347
00:22:22.720 --> 00:22:26.920
what are ordinarily public records and make them private just

348
00:22:27.000 --> 00:22:30.480
because they are using them to investigate. I think it

349
00:22:30.519 --> 00:22:33.799
gives them too wide a latitude that's not needed. While

350
00:22:33.839 --> 00:22:37.799
an autopsy has never been released, it was ultimately announced

351
00:22:37.799 --> 00:22:41.039
that a cause and manner of death could not be determined,

352
00:22:41.839 --> 00:22:44.720
but any other information relating to the status of the

353
00:22:44.759 --> 00:22:48.599
investigation into what happened to Olivia was not released or

354
00:22:48.759 --> 00:22:53.839
commented on with FBI spokesperson Kevin Smith, citing that discussing

355
00:22:53.880 --> 00:22:58.400
the case could be detrimental to any future developments. It

356
00:22:58.440 --> 00:23:02.240
could also negatively impact getting justice for Olivia and her family.

357
00:23:02.880 --> 00:23:05.599
The FBI has said that they've issued search warrants and

358
00:23:05.680 --> 00:23:09.240
subpoenas in the case, as well as conducting interviews with witnesses,

359
00:23:10.200 --> 00:23:12.720
but the statement feels like a cop out and sounds

360
00:23:12.839 --> 00:23:15.559
very much like they don't actually have any answers for

361
00:23:15.599 --> 00:23:19.599
her family because they haven't said anything even years after

362
00:23:19.640 --> 00:23:23.920
the fact. In the interim, Matthew, angry with how the

363
00:23:23.960 --> 00:23:27.799
investigation had been conducted since the beginning, began drafting a

364
00:23:27.799 --> 00:23:32.000
protocol for missing persons, specifically for tribe members, as well

365
00:23:32.000 --> 00:23:35.400
as drafting procedures for law enforcement personnel on how to

366
00:23:35.400 --> 00:23:39.680
properly conduct a thorough search. According to the Dickinson Press,

367
00:23:39.920 --> 00:23:42.759
his hope was that these protocols would address the problems

368
00:23:42.799 --> 00:23:45.440
he and his family had experienced during the search for

369
00:23:45.519 --> 00:23:48.880
Olivia and would prevent other families from having to go

370
00:23:48.960 --> 00:23:52.640
through it as well. He said, quote, we want to

371
00:23:52.680 --> 00:23:54.440
take it to other tribes in the state of North

372
00:23:54.519 --> 00:23:57.440
Dakota and unify them so that everything is on the

373
00:23:57.480 --> 00:24:00.799
same terms because a lot of time what we were

374
00:24:00.799 --> 00:24:06.480
hearing from law enforcement was, well, that's different on other reservations. Additionally,

375
00:24:06.599 --> 00:24:09.480
the Office of the North Dakota Indian Affairs Commissioner was

376
00:24:09.559 --> 00:24:13.160
also working on a draft for best practices in searching

377
00:24:13.200 --> 00:24:18.200
for missing persons in Indian country. Commissioner Scott Davies, who

378
00:24:18.200 --> 00:24:21.680
works as a liaison between tribal police and government entities,

379
00:24:22.160 --> 00:24:24.839
said he was adamant that they needed to be properly

380
00:24:24.880 --> 00:24:28.839
trained on how to work together in future searches. The BIA,

381
00:24:28.920 --> 00:24:32.119
in response, announced that they would be increasing staffing efforts

382
00:24:32.200 --> 00:24:35.559
on cases occurring on the reservation, and the Department of

383
00:24:35.720 --> 00:24:38.759
Justice announced that they would be increasing training to improve

384
00:24:38.799 --> 00:24:41.960
the quality of investigations in how to work effectively with

385
00:24:42.000 --> 00:24:46.279
different agencies. In twenty nineteen, the FBI offered up a

386
00:24:46.319 --> 00:24:50.000
ten thousand dollars reward for information relating to Olivia's death

387
00:24:50.440 --> 00:24:53.799
and the person or persons responsible, and US Attorney Drew

388
00:24:53.839 --> 00:24:57.799
Wrigley released a statement saying, quote, we remain resolute in

389
00:24:57.839 --> 00:25:01.279
our commitment to work closely with federal, state, tribal, and

390
00:25:01.359 --> 00:25:04.839
local law enforcement as we pursue all emerging evidence in

391
00:25:04.880 --> 00:25:08.559
this investigation. And we will continue to pursue all leads

392
00:25:08.559 --> 00:25:11.759
and pathways on the road to the truth. That's our

393
00:25:11.799 --> 00:25:15.680
pledge to Olivia and to those who knew and loved her. Unfortunately,

394
00:25:15.920 --> 00:25:19.519
as of today, Olivia's case remains unsolved and there is

395
00:25:19.799 --> 00:25:25.400
very little information or updates available. After twenty nineteen, the

396
00:25:25.519 --> 00:25:29.519
FBI has released no additional information, and even though she

397
00:25:29.559 --> 00:25:32.359
had been found in the passenger seat of the truck,

398
00:25:32.640 --> 00:25:35.640
suggesting that someone else had been driving and had gotten

399
00:25:35.680 --> 00:25:39.039
out of the vehicle, her case is not categorized as

400
00:25:39.039 --> 00:25:42.839
a homicide, though the possibility of foul play has not

401
00:25:42.920 --> 00:25:46.880
been ruled out. One of the many problems in the investigation,

402
00:25:47.400 --> 00:25:50.799
besides how it was handled by law enforcement from the beginning,

403
00:25:51.400 --> 00:25:54.000
is that there is no definitive cause for why she

404
00:25:54.079 --> 00:25:56.480
would have been prevented from getting out of the vehicle

405
00:25:56.519 --> 00:25:59.759
when it went into the water. Nothing was found in

406
00:25:59.799 --> 00:26:03.039
time psychology testing that would have rendered her unconscious or

407
00:26:03.240 --> 00:26:06.400
making her unaware of what was happening, and there was

408
00:26:06.440 --> 00:26:08.880
no trauma found on her body to suggest that she

409
00:26:08.920 --> 00:26:12.240
had been injured or had already been deceased before she

410
00:26:12.319 --> 00:26:15.519
went into the water. If anything was found in the

411
00:26:15.559 --> 00:26:19.680
forensic processing of the Silverado that was never released, but

412
00:26:19.920 --> 00:26:24.160
after spending nine months underwater. It's possible that critical evidence

413
00:26:24.240 --> 00:26:27.400
needed to provide answers as to what happened had been

414
00:26:27.440 --> 00:26:31.680
destroyed by the investigation getting off to a painfully slow

415
00:26:31.720 --> 00:26:35.480
start and issues over jurisdiction, which is common with crimes

416
00:26:35.480 --> 00:26:39.519
occurring on reservations. It's likely that vital evidence was missed

417
00:26:39.519 --> 00:26:42.640
in the search for her. Olivia's case and its lack

418
00:26:42.680 --> 00:26:48.000
of resolution is unfortunately not unusual. Every day the epidemic

419
00:26:48.000 --> 00:26:51.279
of missing a murdered Indigenous women gets worse and very

420
00:26:51.279 --> 00:26:53.960
few of the cases are solved because of the very

421
00:26:54.000 --> 00:26:58.599
same problems her family experienced, and that's not right. If

422
00:26:58.680 --> 00:27:01.720
you have any information regarding the death of Bolivia Loane Bearer,

423
00:27:01.920 --> 00:27:05.200
please call the FBI at one eight hundred call FBI,

00:27:20.839 --> 00:27:24.799
the families they've been able to bring peace to. As always,

00:27:24.920 --> 00:27:28.240
I thank you so much for listening, and I hope

431

you have a wonderful week, and I will see you

432
00:27:33.000 --> 00:27:37.079
in the next chapter of the Book of the Dead. Bye, guys,

433
00:27:38.240 --> 00:27:43.240
Another page closed. But the story isn't over for the

434
00:27:43.279 --> 00:27:47.079
families left behind, the pain doesn't end when the headline's fade.

435
00:27:47.720 --> 00:27:50.720
And for the victims, we owe them more than silence

436
00:27:51.519 --> 00:27:55.000
for our on solved cases. If you have any information,

maybe it's you. Thank you for listening to the Book

you in some way, talk about it, share it, keep
